I think I understand your question but let’s simplify it to avoid confusions.
Say you want to comment to A’s tweet in B’s tweet. What you need to do is:
1. Go to B’s tweet and click on the upward arrow next to the heart, copy the link to the tweet. e.g. Say you want to post the link to my tweet as a reply to your cousin; use the arrow next to the heart on my tweet to copy the link to Tweet (see screenshot)
2. Go to A’s tweet and click reply, write your comment (optional but recommended), and paste the link to the tweet of B that you copied in step 1. To continue the example above, go to your cousin’s tweet and click reply (1st icon below the tweet that is shaped like a call out). Now paste the link you copied.
Easy, isn’t it?
